The Collapse of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the grim essence of the current period. By day, negotiation efforts are fought: hopeful statements are released from multiple capitals. Considerable effort is allocated on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been deployed to counter approaching guided weapons flew past – sophisticated military planes provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably provided by allied countries. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into grim resignation: possibly the hostile projectile won't strike its target this time, sparing the city from ruin and additional electricity failures.

Continuous Dangers

Following this, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a rapid response unit – most likely Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the early updates: several casualties, damage and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's essential dependence on Western support – a need that neighboring countries are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is impossible to force Russia to relinquish the land that it presently holds in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does minimal to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its benefit in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but avoiding a entire defensive failure until circumstances change in its benefit.

Current Realities

Factually, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a just a single week to terminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.

While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
